Texas Foreign Direct Investment

The investment could be through activities such as the opening of new facilities or the expansion of existing ones (called “greenfield” investments). Foreign direct investment FDI creates new jobs and can introduce innovative technologies, management strategies and workforce practices into local economies.

Today, Texas hosts more than 1,400 foreign corporations employing 5 percent of the state’s private workforce. The United Kingdom (U.K.) is the state’s largest single source of FDI.

E2 Visas and E1 Visas: Foreign Nationals Doing Business in the US

Treaty Trader (E-1 Visa) and Treaty Investor (E-2 Visa) visas are for citizens of countries with which the United States maintains treaties of commerce and navigation. For a list of participating countries, see Treaty Countries for US E Visas.

To qualify for an E Visa, you must be coming to the United States to:

  • engage in substantial trade, including trade in services or technology, in qualifying activities, principally between the United States and the treaty country; or
  • develop and direct the operations of an enterprise in which you have invested a substantial amount of capital.

In 2013, Texas attracted $26.4 billion from around the world, or more than 12 percent of all foreign direct investment (FDI) in the U.S., according to the Financial Times and Bloomberg. Texas ranked third in the US for FDI investments between 2009 and 2013; only California and New York had more foreign direct investments.
